La política no sólo pretende ofrecer los lineamientos que permitan identificar, comprender y contrarrestar los factores macrosociales, microsociales y personales que inciden en el consumo sustancias psicoactivas, sino además, guiar el diseño de planes y programas a nivel territorial, que respondan a las diversas necesidades de la familia, la comunidad y los individuos en materia de prevención, mitigación y superación de los riesgos y daños asociados a estas sustancias.The policy not only aims to provide guidelines to identify, understand and counteract the
