Substitute Bill No. 174 (COR), "An Act to add 3112 to Chapter 3, Division 1 of title 7 of the Guam Code Annotated relative to creating an Office of the Public Guardian", which was

This legislation provides for a public guardian to be appointed by the Chief
Justice. The Office of the Public Guardian is within the judiciary branch of
government, and is provided to represent individuals who are elderly or
mentally incapacitated, when appointed by the Family Court. This will
facilitate the proper representation and care necessary for those who cannot
represent themselves to have, at the court's disposal, the facility to refer the
case to a guardian when needed.
