The law applies to anyone who:1. Following a decision by the court shall be given psychiatric care,
2. are arrested, detained or admitted to a unit for psychiatric examination,
3. contained in, or be relegated to the correctional institution or
4. contained in, or be relegated to a youth detention as a result of a judgment in the care of a minor
