The vision of this policy is to create a barrier free society for all based on the principles of participation, integration and the equalization of opportunities, defined by the United Nations in their World Programme of Action concerning Disabled Persons; the Standard Rules for the Equalization of Opportunities for Disabled Persons; The Biwako Millennium Framework for Action towards an Inclusive, Barrier-free and Rights-based Society for Persons with Disabilities in the Asia and Pacific region and the on going elaboration for the InternationalConvention to Protect and Promote the Rights of Disabled Persons.
