This indicator provides information on documentation of the commitment of key stakeholders that support the establishment and sustainability of large-scale fortification of wheat or maize flour.
This indicator reflects institutional support for large-scale fortification of wheat or maize flour.
Documentation indicating support for key stakeholders for flour fortification. Considerations for the calculations: • Stakeholders that are key to fortification are those that ensure quality and continuous implementation of fortification in the country. It is necessary to identify the key stakeholders needed to establish and sustainably implement flour fortification. It is also necessary to define how commitment will be determined. The relevant stakeholders and definition of commitment might vary by country or region. • Key stakeholders probably include producers and importers of vitamin and mineral premix; millers; and senior officers from the Ministry of Trade, Ministry of Health, Ministry of Agriculture, other government agencies such as the Bureau of Standards, customs, food control agencies, research institutes, consumer advocacy organizations, and/or public or private laboratories. • Examples of indications of support for fortification include that an agency is part of the secretariat of the national fortification alliance; actively or regularly participates in meetings of the national fortification alliance; promotes fortification in its mandate, publications, websites and public presentations; or co-funds fortification activities.

Demonstrated support to flour fortification is defined by each country and should be locally relevant and useful. Once locally defined, documenting support is relatively feasible and easy to carry out, and the collection and reporting might catalyse resource allocation.
• Leadership and technical officers in key organizations may change. It cannot be assumed that supportive officers will remain in influential positions, which might result in reduced support of key organizations for flour fortification. There is no standard definition of the indicator, which limits comparability to other countries.
• In a country, a list was developed of six key entities involved in ensuring quality and continuous implementation of wheat-flour fortification in the country: the milling industry, Ministry of Trade, Ministry of Industry, Ministry of Agriculture, Bureau of Standards and Ministry of Health. A review of the official document that established the national fortification alliance, and the minutes of the most recent alliance meeting, showed the presence of three of these entities (1). For this indicator, these three stakeholders could be reported as supporting fortification.
