The Netherlands: Implementation of plain packaging from 01/10/2020

Effective from 1 October 2020, all tobacco products in the Netherlands will be produced in neutral (plain) packaging as a standard, following the growing list of Parties that have already adopted such an important measure.

The Netherlands has decided to go beyond the  EU Tobacco Products Directive (2014/40/EU), which gives the right to an EU Member State to “introduce further requirements, applicable to all products placed on its market, in relation to the standardisation of the packaging of tobacco products, where it is justified on grounds of public health, taking into account the high level of protection of human health achieved through the Directive. (Article 24, paragraph 2)”

According to the new regulations, instead of having specific logos, colours and typefaces, cigarettes and rolling tobacco will be sold in dark green-brown packaging without logos, and with the brand name and variant name in a standard typeface and the mandatory health warnings (text and picture).

Retailers have a year to sell existing stocks, while new products must have plain packaging.

For other products, such as cigars and electronic cigarettes, plain packaging will be required from 1 January 2022.
