The Laboratory offers EU Member States and OLAF opportunities to independently test cigarettes and other tobacco products in order to: - track their geographical origin - establish if they are counterfeit - build a relevant database for sharing the results of analysis. Se comparte un breve resumen de la intervención del Dr. Cirilo Lawson, Director de Planificación de Salud del Ministerio de Salud, en el foro político de alto nivel (evento paralelo en la Asamblea de Naciones Unidas): INTEGRATION OF SDG TARGET 3.A ON WHO FCTC IMPLEMENTATION INTO THE NATIONAL AND GLOBAL SDG AGENDA: RECENT DEVELOPMENTS "La comunidad internacional enfrenta uno de los retos más importantes, plasmado en la Agenda de Desarrollo Post-2015: alcanzar el desarrollo sostenible, como derecho humano. Ello implica intervenir sobre las causas estructurales de la pobreza, combatir las desigualdades y generar oportunidades para alcanzar niveles de vida dignos, con prosperidad para todos, transformando vidas y protegiendo el planeta. Panamá ha concentrado en el Gabinete Social el seguimiento de los Objetivos de Desarrollo Sostenibles y el Ministerio de Salud, con mira en las metas del ODS 3 y otras conexas, implementa la estrategia de salud en todas las políticas, ejerciendo la conducción, rectoría y regulación del sector salud e incluye a otros sectores vinculados, en su Política y Plan Nacional de Salud, integrando la auditoria social, por las Comunidades. Un mecanismo para la implementación de los ODS´s es aplicar el Convenio Marco para el Control del Tabaco. La evidencia indica que el tabaco actúa contra el desarrollo sostenible, merma la productividad, produce inequidad social, incrementa el gasto público y de bolsillo, deteriora el medio ambiente y propicia la explotación infantil para el cultivo de tabaco, con los riesgos específicos que ello genera. Para Panamá es esencial focalizar acciones para alcanzar las metas 3.4 y 3.a de los ODS´s, donde el control efectivo de la demanda y oferta de los productos de tabaco, con oportunidad y de conformidad con las mejores prácticas, expresadas en el Convenio Marco, su protocolo y directrices, juegan un papel definitivo, porque favorecen el logro de los 17 ODS´s entre ellos, el combate de las Enfermedades No Transmisibles mediante el descenso de la prevalencia del consumo de tabaco, prioridad de la Conferencia de las Partes de este Tratado. Nuestro país está comprometido con el Convenio Marco, como política integral y sostenible que salvaguarda la salud y la calidad de vida. Aplicamos medidas efectivas como ambientes libres de humo de tabaco, prohibición total de la publicidad, advertencias sanitarias, programa de cesación de tabaco, incrementamos el impuesto al tabaco con visión de salud pública y apoyamos la cooperación internacional. El Código Penal tipifica el comercio ilícito de productos de tabaco como delito, incluidas las violaciones a las normas sanitarias. Se prohibió la comercialización y uso de los sistemas administradores o no de nicotina y se prioriza la investigación sobre tabaco cuya evidencia es usada para la toma de decisiones. Estas acciones se traducen en una prevalencia de consumo de tabaco en adultos de 6.4% y de 7.8% en jóvenes de 13 a 15 años, en una mortalidad proporcional promedio asociada al consumo de tabaco de 12.6% para el periodo 2000 – 2018 y en un descenso de la tasa de incidencia de cáncer de pulmón. Reconocemos que los desafíos y retos siguen presentes en la implementación de Convenio Marco, donde la interferencia de la industria tabacalera es el principal. Esta industria dificulta permanentemente el avance en materia legislativas, limitando la aplicación de los artículos 9 y 10 del CMCT, del empaquetado sencillo y otros. Es esencial que avancemos en la implementación del Protocolo para la Eliminación del Comercio Ilícito de Productos de Tabaco, en el fortalecimiento continuo de las capacidades nacionales intersectorial, en la sostenibilidad de la vigilancia de la epidemia de tabaquismo y del cumplimiento del marco legal de Control de Tabaco, para alcanzar una prevalencia de consumo de tabaco en población adulta, que no supere el 5%. Incluimos en el Informe Voluntario los avances en la implementación de la meta 3.a referente al Convenio Marco de Tabaco, por su relevancia y contribución en la reducción de la carga de enfermedad causada por las ENT, porque es una respuesta efectiva para un descenso sostenible de la morbilidad, discapacidad y muerte asociada al consumo y exposición al humo de tabaco y porque contribuye con otras metas de los ODS´s.
