Brazil | AMR | The implementation of the FCTC/WHO in Brazil has major strategic axes, which guide compliance with Article 5.3 of the FCTC/WHO, aiming to protect its implementation from interference by the tobacco industry. With regard to this interference by the tobacco industry, which seeks to postpone the implementation of FCTC measures in Brazil, many of the arguments used by the sector are based on the fact that Brazil, an agro-exporting country, is the second largest tobacco producer and the largest exporter employing around 160,000 families in the tobacco leaf production chain. However, the National Diversification Program in areas cultivated with tobacco, which brought considerable advances to tobacco control in the country, has been discontinued in recent years. At COP 9, for example, we were surprised by the change in the delegation that would represent the country at the Conference on the eve of the event. The entire preparation of the instruction prepared to guide the positioning of the Brazilian delegation in the negotiation rounds had been previously coordinated by the CONICQ . It is a successful governmental comittee instituted in 2003 by Presidential Decree with the aim of coordinating an Executive agenda for the internalization of Treaty measures. The Commission brings together different sectors of the federal government that share responsibilities in the national implementation of the intersectoral measures provided for in the Convention, being chaired by the Minister of Health and having the National Cancer Institute as its Executive Secretariat and Vice-Presidency. In the pre-COP period, its existence and legitimacy to act were strongly and publicly questioned by the tobacco industry. Despite attempts by the industry to obstruct the instruction regarding what Brazil's position, we were able to rely on Brazilian diplomacy: Ambassador Tovar da Silva Nunes, head of the Brazilian delegation at COP 9, supported the instruction previously agreed upon between the different bodies and secretariats that make up CONICQ, so that public health interests prevailed and going against the demands of representatives of the tobacco industry. | XXX | XXX |
