Member in Focus: Changunarayan Municipality, Nepal

Changunarayan Municipality, located in the Kathmandu Valley, was established in 2016 following Nepal’s transition to federal governance. It is one among four local level of Bhaktapur District. Guided by the Senior Citizen Act 2063 (2006), the Municipality prioritizes the protection, welfare, and social security of people aged 60 and above. In alignment with this Act, Senior Citizen Clubs, locally known as Jestha Nagarik Milan Chautari (JNMC), have been formed in all nine wards. These clubs operate under a Standard Operating Procedure (SOP) for local older adult coordination committees, ensuring structured participation and representation of older adults in municipal decision-making.

Seongnam City provides a specialized transportation subsidy for residents aged 70 and older. This policy is designed to enhance mobility, reduce social isolation, and alleviate the financial burden on the elderly population.
– Target Audience: Seongnam residents aged 70+.
– Subsidy Amount: Up to 230,000 KRW per year.
– Coverage: *City buses and village buses (Maeul-bus) operating within Seongnam.
