Strengthen effective access and quality of health services, including actions for NCDs by accelerating Primary Health Care and elimination strategies: 2026: Implement quality standards by adopting a national quality framework; support development of clinical pathways and prioritized protocols. 2027: Advance implementation of priority strategies for NCDs and PHC strengthening; continue developing and implementing clinical pathways and prioritized protocols. 2028: Continue implementation of priority NCD and PHC strategies, emphasizing quality and results.

Strengthen the management of Integrated Health Networks prioritized by the country: 2026: Establish a baseline of needs and progress in Integrated Health Networks; strengthen territorial governance with different actors and sectors. 2027: Develop an assessment of the maturity of Integrated Health Networks in relation to governance, results-based management, and care coordination. 2028: Design an implementation plan to advance the maturity level of the Integrated Health Networks.

Contribute to the improvement of Health Information Systems: 2026: Conduct an infrastructure assessment for electronic health record (EHR) implementation and define mechanisms for adoption of ICD-11 in selected priority integrated Health Networks. 2027: Implement Electronic Health Records (EHR) and connectivity solutions; promote ICD-11 adoption in prioritized health networks. 2028: Develop a data interoperability platform to facilitate management and adoption of ICD-11 in prioritized health networks; provide training and support for its use.

Improve health financing management, including analysis of how PHC financing arrangements support health system resilience, to allow continuity of essential services during emergencies: 2026: Analyze spending in the National Primary Health Care Program and service packages; conduct cost analysis of service portfolios in the National Primary Health Care Program and the network. 2027: Design and implement a performance-based budgeting model incorporating financial and performance indicators, using cost data as a foundation. 2028: Design and pilot a Performance-Based Payment mechanism for Integrated Health Networks, focused on key prioritized indicators.

Strengthen the health workforce: 2026: Develop a diagnostic assessment and gap plan for health personnel and training interprofessional teams; strengthen the Virtual Campus for Public Health and other training programs. 2027: Advance in the implementation plan to strengthen interprofessional teams; expand training through the Virtual Campus for Public Health and other educational programs. 2028: Implement a performance evaluation and recognition system, including non-monetary incentives linked to Integrated Health Network performance.

Establish the PHC Alliance with IDB, World Bank, and PAHO: 2026: Formalize and structure the Alliance by signing agreements among the Inter-American Development Bank (IDB), the World Bank (WB), and the Pan American Health Organization (PAHO). 2027: Develop a joint work plan through priority thematic working groups for Integrated Health Networks and PHC to support a resilient PHC model that can adapt to shocks 2028: Produce progress reports demonstrating compliance with agreements and systematize experiences from the Alliance’s development in the country.
