Monitoring system of health strategy development and promotion for approval
Comprehensive monitoring system for implementation of the State Program of Kyrgyz Republic on Public Health Protection and Health Care System Development “Healthy Person – Prosperous Country” for 2019-2030 (health program2030) engaging three levels of implementation and monitoring: rayon/oblast level, MoH / Government level and the Parliament will be developed
Training programs conducted for senior health policy decision makers and technical personnel to strengthen leadership in managing digital health programs and to enhance implementation of digital health tools. Capacity-building activities support healthcare digitalization, including participation in training programs, international symposiums, and workshops. Policy dialogues conducted to strengthen digital health information systems, supporting the Ministry of Health in developing digital health-related strategic plans and documents, and facilitating peer-to-peer exchanges between CAR countries.
Enhance Kyrgyzstan’s digital health information system and integrate it into a comprehensive digital health ecosystem
Joint Programme “Bridging the Digital Health Divide” focuses on three key objectives: (i) improving equitable access to quality healthcare through an integrated digital health system; (ii) promoting inclusive service delivery across healthcare and social protection; and (iii) expanding access to quality primary healthcare services, particularly for mothers and children, by streamlining efforts in health services digitalization.
Support to MoH and MHIF to implement newly adopted regulation on a selection of medicines into Additional Drug Package
- In line with the newly approved regulation, the Additional Drug Package has been revised, resulting in two lists: one featuring medicines recommended to remain in the ADP, and another detailing those suggested for removal from the ADP by end of December 2023;
Strengthening Regulatory Systems for Medicines and Medical products
The self-benchmarking of the National Medicines Regulatory Authority (NMRA) has been completed and submitted. The results of this self-benchmarking, along with the Institutional Development Plan derived from the validation results, will be discussed and agreed upon with the NMRA. These will form the foundation for further capacity building.
The World Health Organization (WHO) has established a new network for Regulatory Systems Strengthening (RSS), known as the Coalition of Interested Parties (CIP). The CIP's goal is to establish and promote a unified, strategic, and coordinated approach to national and regional RSS. This is aimed at enhancing access to safe, effective, and quality medical products. Additionally, the CIP seeks to increase the effectiveness and impact of collective efforts in countries and regions. This contributes to the implementation of Resolution WHA67.20 and the common objectives of CIP participants.
The Kyrgyzstan National Regulatory Authority (KGZ NRA) has expressed interest in joining this platform. In 2022, an initial meeting was held. Follow-up actions will occur after the finalization of the self-benchmarking validation.
Improving the access to the essential health service for children and adolescents at PHC
PHC Pocket Book for children and adolescents (PHC PB) - the guidelines for health promotion, disease prevention and management from the newborn period to adolescence, has been adopted to the country context in coordination with UNICEF and prepared for publication at the WHO website in Eng, Russ. The preparation of mobile application started to be developed in 2025 for further wide dissemination and usage by the health workers at PHC
Health system resilience to the cliamte change impact
WHO supports at the global, regional and country levels prioritization of health within the Climate Change agenda and supports the country health delegation preparation to present the health in mountains region issues at the 29th Conference of the Parties to the UN Framework Convention on Climate Change (COP 29) in Baku, Azerbaijan. The agreed topics of the health session as following: an assessment of climate risks and vulnerability of the health sector, modern effective model of the health care system for providing accessible and high-quality medical care for residents of mountainous regions and its adaptation to climate change; and nutrition and health of the population in mountainous areas in the context of climate change
Improving population financial protection by enhancing the service provision within the State Guaranteed Benefit Package (SGBP)

Support MS to strengthen capacity for the health financing policy development
During 2024 the monitoring and agile responses were mobilized with support of UHC-P to navigate and prevent advise effect from the unexpected structural health financing reforms started in March 2024 with the President Decree “On reforming the mechanisms of financing of the healthcare system”, including the mission of Dr Natasha Azzopardi Muscat, Director of the Division of Country Health Policies and Systems and Triin Habicht, Sr. health Economist, WHO Regional Office for Europe, arranging the neutral platform for ice-breaking first consultative meeting between MoH , MHIF, MinFin, World Bank, DPs, to support the open discussions of reforms and assess potential impact. The country delegation to the WHO Barcelona Course on Health Financing for UHC the Central Asia countries organized together with the WHO European Centre for Primary Health Care (PHC), Almaty, Kazakhstan, 15-18 October 2024, was designed to encompass the all important players in the health financing reforms and included 8 representatives from MoH, MHIF, Ministry of Finance, President administration and FMC.
Support the Government to develop the health policy and strategy of the healthcare reforms toward UHC
