Improving Health Sector Governance, Policy, and Legal Frameworks
- Supported the translation, contextualization and validation of the 2024 National Health Policy and developed an accompanying policy brief.
- Convened the first meeting of the National Policy Advisory Council (NPAC) to provide policy oversight and guidance.
- Supported the Mid-Term Review of the Health Sector Development and Investment Plan (HSDIP 2023/24–2025/26) in collaboration with ARM.
- Supported the development of the Ethiopian National Private Sector Engagement (PSE) Strategy Roadmap.
- Finalized the Community-led Monitoring Strategic Framework and validated the draft UHC Legal Framework.
- Launched a Public Health Emergency Management (PHEM) Center of Excellence at EPHI and supported facility-level capacity building on PHEM.
Strengthening Primary Health Care and Service Delivery Systems
- Supported the endorsement of the PHC Strategic Framework and co-developed the PHC Investment Plan with the European Investment Bank (EIB).
- Supported advocacy workshops on essential health service (EHS) continuity and system resilience at subnational level.
- Supported development of the EHS Guide for Emergencies and piloted the EPHI facility readiness reporting system.
- Supported the PHEM medicines and supply forecasting tool development at EPHI to improve emergency stock planning.
- Contributed to development of the Earthquake Emergency Preparedness and Response Plan for the health sector.
Strengthening Quality of Care, patient safety and innovation
- Finalized key national patient safety documents, including guidelines on incident reporting, patient identification, and over 40 policies and procedures, and developed a training package for Primary Health Care Units (PHCUs).
- Conducted capacity-building trainings and webinars for health workers, and supported advocacy events such as World Patient Safety Day and participation in the Global Patient Safety and Quality Summit.
- Completed the GPSAP 2021–2030 self-assessment and documented Ethiopia’s progress on quality of care and patient safety.
- Selected as a Global Patient Safety Collaborative (GPSC) country, identified 24 hospitals, developed an 18-month action plan and budget (2024–2025), and launched patient safety programs in 24 hospitals.
-Facilitated experience-sharing activities among GPSC hospitals.
- Supported integration of safety and quality standards into the Ethiopian Hospital Accreditation Standards, aligning hospital standards with international best practices., - Provided technical and coordination support to strengthen the national health innovation ecosystem.
- Supported the development of the National Health Care Innovation Guideline, introducing structured frameworks for demand articulation, ecosystem mapping, and innovation scale-up.
- Advanced the National Health Care Innovation Strategy, guided by WHO-recommended interventions: ecosystem analysis, demand catalyst mechanisms, innovation matching, and integrated monitoring and evaluation.
- Through a demand articulation exercise, priority health challenges were identified and aligned with national needs.
- With WHO and partner support, two innovations were selected for national scale-up, while five promising innovations were showcased during the Lead Innovation Challenge to accelerate testing and adoption of locally relevant solutions.
Enhancing Health Financing Systems and Financial Risk Protection
- Conducted a comprehensive health financing capacity assessment covering the MOH, Ethiopian Health Insurance Service, and 11 Regional Health Bureaus.
- Developed a draft MOU with local universities to institutionalize health financing training.
- Delivered an advanced ToT on Health Financing for UHC to a core group of MOH and RHB staff to build a national pool of trainers.
- Collected data for the 9th National Health Accounts (NHA), which is now under analysis for publication in late 2025.
- Provided technical assistance to align the NHA with National Health Expenditure Framework indicators.
- Supported preparatory work for benefit incidence analysis and fiscal space analysis to inform the upcoming UHC financing strategy.
Advancing Health Workforce Planning, Development and Retention
- Initiated implementation of the HRHSIP 2024–2030 and NHWA v2, integrating HLMA and WISN recommendations.
- Supported continuous professional development (CPD) system rollout and post-training follow-up on WISN application.
- Drafted a Health Workforce Investment Case and started developing the 7th National Health Workforce Country Profile.
- Supported data collection for NHWAv2 and strengthened the iHRIS data quality monitoring framework.
- Provided technical support for PHEM mentorship training across public and private facilities and Field Epidemiology training for new cohorts.
Strengthening Access to Essential Medicines and Regulation of Health Products
- Revised and launched the 7th National Essential Medicines List (NEML) aligned with the 23rd WHO model list, incorporating therapeutic foods and blood products for the first time.
- Integrated the WHO AWaRe classification for antibiotics into the 7th NEML to guide rational antimicrobial use.
- Conducted a national assessment of Dagu 2.0 eLMIS functionality across 251 health facilities and provided Training of Trainers (TOT) for regional rollout.
- Completed the WHO Blood System Self-assessment (BSS) tool at national and regional blood banks and developed a national roadmap.
- Conducted TOT training on Good Manufacturing Practices (GMP) and Corrective and Preventive Actions (CAPA) for blood bank staff.
- Supported the development of Herbal Pharmacopoeia Volume I and the 3-year Traditional Medicines Strategic Plan (2025–2027).
- Supported a national AMR surveillance review meeting and ensured integration of AMR stewardship into national treatment guidelines.
Strengthening Health Information Systems, Data Governance and Research Capacity
- Conducted the 2nd round of WHO SCORE assessment to measure HIS maturity, and a Dagu2 implementation functionality review.
- Delivered data quality desk review and monthly/quarterly analytics reports to the PMO and Parliament to improve use of evidence in policy.
- Drafted a national data access and sharing directive aligned with Ethiopia’s new data protection law.
- Conducted national ICD-11 and MCCOD readiness assessments, and supported integration of CRVS, ICD-11 and MCCOD into pre-service training curricula.
- Developed an advanced draft of the National Health Research Roadmap and seconded a senior Health Policy and Systems Research (HPSR) advisor to the Ministry of Health.
- Supported the national innovation ecosystem development through health innovation bootcamps, ideation rooms, demand articulation workshops, and resource mapping.
- Conducted initial design sessions for Dagu2.0 interoperability with DHIS2, iHRIS, and ASPAK systems.
