PHC Task Force is assigned to deliver results against 9 ToRs namely (1) Revise the rules for enrollment of the population to PHC; (2) Revision of the legislative framework, regulations for PHC, including development of basic terms and definitions; (3) Revision of the SBP service package, PHC services package, assessment of compliance of providing SBP to the population at PHC level; (4) Regulations for PHC work organization (health profile, site passport, triage, mode and schedule of work, etc.); (5) Development and implementation of Referral system including standards, procedures and criteria for referring patients to other health care organizations for consultation of narrow specialists (outpatient type, specialized organizations), admission in secondary and tertiary levels hospitals, including the procedure for obtaining feedback from a family doctor, referral of women in labor and sick children, patients with acute CVD conditions; (6) Develop indicators for assessing activities, processes, outcomes at PHC level; (7) Implementation of e- medical patient record/card at PHC level, integrated into all levels of health care, for comprehensive patient management and delivery of integrated services; Implementation of modern information technologies (phone or online consultations, telemedicine, e- registration, recording, referral, referral of patients) in the activities of PHC HCOs to improve access and quality of services, as part of E-health development; (8) Costing of PHC services delivery, including SGBP; (9) Information and communication campaign to promote PHC. The final 2023 review of PHC Task Force accomplishment across the 9 ToRs conducted on 22 November 2023 identified significant progress and results in some areas as approval of quality measurement indictors for PHC, increase amount of nurses from 1 to 2 approval of Law “On the protection of health of citizens in the Kyrgyz Republic": This is fundamental law in healthcare, replacing the 10 sectoral laws eliminating duplications, fragmentations, contradictions and outdated norms; sets the objectives and principles, regulatory framework, legal relations, norms and mechanism for their implementation; introduced new modern concepts have been introduced: digital health, maternal and child health, infectious and non-communicable diseases; and stipulates rights and obligations of citizens in the field of health protection. |

Improving financial protection through expanding access to medicines. This includes the development of Drug Regulatory Agency institutional strategy and capacity building, working on procurement and pricing to improve access to selected Essential Medicines, e.g. to address high burden from NCDs. | Price regulation and practices are improved leading to decreased patient cost sharing to CVD related essential medicines in additional drug package. Additionally, the new regulation for the selection of medicines into the Additional Drug Package (ADP) is being implemented. The various forms required to launch this new process have been developed. The submission of applications in accordance with the new regulation is planned to start in January 2024. |

Support to the scaling up and development of mechanisms of price regulation, as well as a public campaign on new prices for medicines and reimbursement model | To date, prices for 355 medicine items have been registered. Support development of high quality standards for the health workforce | Development of a sectoral qualifications framework for the health sector to ensure high-quality professional standards for the health workforce. At the moment, medical professional associations of the country are developing these professional standards in order to improve the accreditation and training system of medical and pharmaceutical staff and there is a need in providing them with developed health sectoral qualifications frameworks that meet all requirements of the National Qualifications System concept of the Kyrgyz Republic and Ministry of Health’s standards. |
