view | Completed | Health in Mountain Agenda (HMA) | On 6-7 June 2024 the HMA policy dialogue was successfully organized: more than 90 participants from all stakeholders, President Administration, the regional and sub-regional authorities, PHC represenеatives , sectoral ministries and agencies, Village Health Committee, development partners. Dialogue three main blocks pivot the discussions: importance of health in the mountain agenda, health service delivery via strong PHC, the social, health determinants. The two panel discussions and an interaction session prompt particшpants engagement and brainstorming over inter and multi sectoral issues requiring the high level of collaboration. One of conclusions is to conduct the thorough assessment of situation with service delivery to generate evidence and support the Government reform actions. The comprehensive barrier assessment tool will be revised to enhance the scope and include at least 4 topics (PHC, HLMA, UHPR, Digitalization). | SYDYKOVAA@who.int | |
view | Completed | Support primary health care financing to strengthen UHC | WHO recommendations for PHC financing provided, the costing of PHC services conducted., The Strengthening primary health care financing: policy considerations for Kyrgyzstan policy notes were developed and presented at the WHO/UNICEF Conference on PHC financing in April 2023. the conference discussed key components of PHC: Financing, Incentive Payments to Family Doctors based on the presented analysis of current PHC financing and budgeting assessment by UNICEF, WHO presented the current PHC model of service delivery, types of health organizations, relevance to geographic distribution and its financing system with the impact on PHC work. WHO in coordination with World Bank planned the TA to MHIF to deliver DLIs 5,6 upon request from MoH and MHIF. The WHO part in the improvement of PHC financing and SGBP revision is supporting MHIF to conduct PHC service costing. MHIF created the PHC costing WG, the WHO international consultant visited the country in April 2023 and woks online with Costing WG. The 10 pilot FMCs representing different type of PHC organizations (urban/rural, rayon/oblast, population density, distance from centers) selected and approved by MHIF order, the costing methodology presented, adjusted and approved by the Costing WG.
