The Strengthening primary health care financing: policy considerations for Kyrgyzstan policy notes were developed and presented at the WHO/UNICEF Conference on PHC financing in April 2023. the conference discussed key components of PHC: Financing, Incentive Payments to Family Doctors based on the presented analysis of current PHC financing and budgeting assessment by UNICEF, WHO presented the current PHC model of service delivery, types of health organizations, relevance to geographic distribution and its financing system with the impact on PHC work. WHO in coordination with World Bank planned the TA to MHIF to deliver DLIs 5,6 upon request from MoH and MHIF. The WHO part in the improvement of PHC financing and SGBP revision is supporting MHIF to conduct PHC service costing. MHIF created the PHC costing WG, the WHO international consultant visited the country in April 2023 and woks online with Costing WG. The 10 pilot FMCs representing different type of PHC organizations (urban/rural, rayon/oblast, population density, distance from centers) selected and approved by MHIF order, the costing methodology presented, adjusted and approved by the Costing WG. The piloting of costing methodology in 2 FMCs started.
