This 4 minutes video introduces the "Country COVID-19 Intra Action Review (IAR)" as promoted by the World Health Organization, including the methodology and available resources available to countries.

In light of the protracted nature of the COVID-19 pandemic, countries may wish to conduct periodic reviews during the event so they can continue to reflect on the ongoing response and revise national and subnational response strategies and plans as needed. WHO, having recognized this need, developed the Guidance for conducting a Country COVID-19 intra-action review (IAR) and accompanying tools.

A Country COVID-19 Intra-Action Review (IAR) is a country-led and facilitated process that allows stakeholders of the ongoing COVID-19 response to review the functional capacities of public health and emergency response systems at the national or subnational levels to identify best practices, gaps and lessons learned, and propose corrective measures and actions for immediate remediation or sustained improvement of the COVID-19 outbreak response.

Although not an official component of the International Health Regulations Monitoring Evaluation Framework, intra-action reviews have been issued as one of the temporary recommendations to State Parties during the fourth meeting of the International Health Regulations (2005) Emergency Committee regarding the outbreak of coronavirus disease (COVID-19) convened by the WHO Director-General on 31 July 2020. Moving forward, there is also the opportunity to use intra-action reviews for other protracted public health events beyond COVID-19.

Management and Facilitation of a Country COVID-19 Intra-Action Review (IAR) Online Course

Overview: The Country COVID-19 Intra-Action Review (IAR) is a facilitated process that brings together COVID-19 responders from multiple sectors for experience sharing and collective learning, and it has been modelled after the WHO After Action Review (AAR) methodology. This course provides a general introduction to the management and the facilitation of an IAR during the ongoing COVID-19 pandemic through presentations, quizzes and an assessment at the end of the course to test the knowledge acquired. It targets any individuals or entities involved in the preparedness of and response to the COVID-19 outbreak at the national or subnational levels, including but not limited to Government officials, WHO staff, public health professionals, communities and partners.

Learning objectives: By the end of this course, participants should be able to:

  • Explain the context and the purpose of a Country COVID-19 IAR.
  • Describe the general flow of the Country COVID-19 IAR process.
  • Describe the resources available for conducting an IAR, when to use them, and where to find them.
  • Distinguish the roles and responsibilities of the IAR lead coordinator, facilitators, moderator, note-takers and report writer, IT support, and participants in the IAR process and describe the techniques for participatory facilitation and tips for online facilitation.
