PIP Framework

The Pandemic Influenza Preparedness (PIP) Framework brings together countries, industry, other stakeholders and WHO to implement a global approach to pandemic influenza preparedness and response. It aims to improve the sharing of influenza viruses with human pandemic potential; and to increase the access of developing countries to vaccines and other pandemic related supplies. The Framework came into effect on 24 May 2011 when it was unanimously adopted as a resolution by the Sixty-fourth World Health Assembly.

The Partnership Contribution (PC) is one element of the PIP Framework Benefit Sharing System. It is an annual cash contribution of US$ 28 million given to WHO by influenza vaccine, diagnostic and pharmaceutical manufacturers that use the WHO Global Influenza Surveillance and Response System (GISRS). Most PC funds are allocated to strengthen pandemic influenza preparedness capacities globally, regionally and at country level. Details on financial and technical implementation information can be found in PIP Framework progress reports as well as on WHO’s Programme Budget portal.
