To strengthen and operationalise the emergency preparedness & response against epidemic prone diseases in Cameroon
Strengthen early detection and rapid investigation of outbreak alert, strengthen rapid response and outbreak containment. 1. Support coordination mechanism and leadership of the MoPH regarding public health emergencies a. Support MoPH to run weekly or bi-weekly emergency preparedness and response committee meetings at central level and in the 2 most affected regions and Equip committee meeting rooms b. Deploy WHO staff for supporting MOPH at central and regional level 2. Strengthen Surveillance Systems, Real Time Surveillance & rapid diagnostic and Contact Tracing; a. Equip the CERPLE team in each region with the necessary tools for surveillance, clinical examination, lab sample taking, rapid diagnostic tests when available, small treatment kit and transportation means b. Provide transport cost for the lab samples in order to get quick results c. Equip 2 health districts (HD) that have poor surveillance and reporting indicator compared to other HD due to difficult access linked with lake-side location of their population with appropriate water transport means (there is a similar successful experience in Moloudou a remote lake-side health district in East region hosting refugees see annex "Moloundou Boat Donation") d. Provide laboratory reagents and supply for the reference laboratories for the main epidemic-prone diseases: cholera, meningitis, yellow fever, HFV, measles etc. e. Train 2 sessions of 22 regional laboratory technicians on diagnostic and antimicrobial resistance of major epidemic diseases in Cameroon 3. Improve Medical Countermeasures & Personnel Deployment through Rapid Response Teams a. Based on the scenario from the national risks assessment, the national cholera & meningitis contingency plans, the humanitarian contingency plan and the refugees contingency plan, acquire the emergency stockpile mainly composed of diarrheal kits and the IEHK b. Distribute and store in good conditions the emergency stockpile according to the local risk assessment c. 3 RRT are already trained at central level and need to be properly equipped to respond to outbreaks and contain them : acquire necessary equipment (treatment kits for small scale infectious diseases outbreaks, hygiene prevention, clinical and laboratory examination supplies & material) d. Train 200 health staff on major epidemic diseases protocols and rational use of drugs e. Train regional hospital and isolation centers health staff on infection prevention and control for major epidemic diseases
