Dears, the Belgium Port Health Auth. issues SSCEC to the military vessels on their request. 

Are there PHA  that visit military vessels to check if they have a valid SSCEC?

Media article: Man contracts measles, exposes others

According to media article a man who felt ill after flying from Bali to Melbourne via Sydney has been diagnosed with measles, opening the potential for scores of people to have the disease.

Vector-borne diseases

Dear colleagues,

The requirements of the IHR include several provisions for vector control measures, including disinsection, relating to aircraft and other conveyances, as well as measures to maintain points of entry free from sources of infection including mosquito vectors and reservoirs. This may require a perimeter exceeding 400 metres  (IHR Art. 22b, Annex 5.4).

Mass gatherings may facilitate the importation/ exportation of communicable diseases and challenge preparedness and health surveillance at points of entry.

A sensitive and timely syndromic surveillance enables to identify health threats which might develop further.

News Article on Measles Case Confirmed on Air Canada Flight from Switzerland

Canadian public health officials are investigating a confirmed case of measles on an Air Canada flight from Switzerland. Online news reported that this latest case, coincidentally, is the second such measles incident involving possible exposure on an Air Canada flight from Switzerland in a matter of weeks. Last month, the Canadian officials confirmed that an infant was infected after a recent international travel.

Revisions to MARPOL and the Garbage Record Book

Dear Colleagues,

You may be interested to note that recent amendments to MARPOL Annex V came into force on 1 March 2018 affecting garbage disposal form ships.

MEPC.270(70) has brought in a need for shippers of Bulk Cargoes (except grain) to determine whether cargoes are "Harmful to the Marine Environment" (HME) and also a revised format for the garbage record book including a new e-waste category.

MDH

Since January last year Belgium switched over to an electronic MDH.  The ships agent has to fill in the form using the port information system.  Most of the time is is going very well.  So what are your experiences with the electronic MDH?  What kind of measures are in use if the MDH has not been filled in properly?

Temporary interruption to SSCs being issued in France

This news item caught my eye and I thought it worthy of following it up with a discussion about practical issues for ports.

The inference to me here is that vessels that may have tried to get an Ship Sanitation Certificate renewal in France and have a copy of this attestation should not be penalised if they subsequently enter a new point of entry with an expired SSC. This may go against legislation in other countries but I think that the purpose of the attestation is to explain extenuating circumstances that were outside the vessels control.
