It was the unanimous view of International Health Regulations Emergency Committee Regarding the 2014 Ebola Outbreak in West Africa that the conditions for a Public Health Emergency of International Concern (PHEIC) have been met.
On 6 August, WHO is convening an Emergency Committee of international experts to review the outbreak and advise the Director-General, in accordance with the International Health Regulations, whether the Ebola virus disease outbreak constitutes a Public Health Emergency of International Concern (PHEIC). Experts will receive an epidemiological briefing and will determine whether the criteria for a PHEIC have been met. If the Emergency Committee agrees that this is a PHEIC, they will then advise the Director-General on temporary recommendations.

On July 20th, 2014, a Liberian finance ministry official flew from Monrovia (Liberia) via Lome (Togo) to Lagos (Nigeria). Reports say that he was without symptoms on departure but developed symptoms (diarrhea, vomiting and high fever) during the 2nd flight. On arrival he was transported to a hospital and put under isolation. On July 22nd a sample taken was found to be Ebola virus positive. The Ebola patient died on July 25th.
Passenger contact tracing was implemented for the flights the Ebola patient was on.
