The Global Nutrition Policy Review 2016–2017 is the report of the second comprehensive analysis of nutrition-related policy environment, coordination mechanisms, available capacities and actions being taken in 176 Member States (91%) and one area which responded to the survey carried out between July 2016 and December 2017.
All food products are eligible to bear a nutrition or health claim. Criteria for determining eligibility to bear nutrition or health claims: must meet specific nutrition criteria; the claim must be substantiated. Follows the upper level conditions specified in the Codex guidelines for making claims that product is "low" in or "free" from energy, total fat, saturated fatty acids, cholesterol, sugars and sodium. Follows the lower level conditions specified in the Codex guidelines for making claims that product is a "source" of or "high" in protein, vitamins and minerals and dietary fibre. A nutrition or health claim used by food business operators should consistent with generally accepted nutrition and health principles and be scientifically substantiated. Nutrition or health claims are not permitted if claims are false, ambiguous, or misleading; give rise to doubt about the safety and/or the nutritional adequacy of other foods; encourage or condone excess consumption of a food; state, suggest or imply that a balanced and varied diet cannot provide appropriate quantities of nutrients in general; refer to changes in bodily functions which could give rise to or exploit fear in the consumer. Beverages containing more than 1,2 % by volume of alcohol shall not bear nutrition or health claims.
