Nghị định này quy định về thông tin, giáo dục, truyền thông, quảng cáo; kinh doanh và sử dụng sản phẩm dinh dưỡng dùng cho trẻ nhỏ, bình bú và vú ngậm nhân tạo; trách nhiệm trong kinh doanh, sử dụng sản phẩm dinh dưỡng dùng cho trẻ nhỏ nhằm giảm tỷ lệ suy dinh dưỡng trên cơ sở khuyến khích và bảo vệ việc nuôi con bằng sữa mẹ - thức ăn tốt nhất cho sức khỏe và sự phát triển toàn diện của trẻ nhỏ.
