ヘルス･エコノミスト、専門は保健政策。米国カリフォルニア大学バークレー校で経済評価の博士号を取得後、WHOインドネシア及びWHOカンボジアの保健政策アドバイザー、WHO中国の保健システム開発チームのリーダー、WHO南アフリカ事務局所長、WHOアフリカ地域事務局の保健政策アドバイザーなどWHOの戦略的政策に関するポストを歴任。南アフリカ、中国、インドネシア、メキシコなどにおける技術支援プロジェクトを立ち上げ、各国のユニバーサル･ヘルス・カバレッジ（UHC）の進展に貢献してきた。民間セクターの保健医療開発における役割、医療財政構造、保健医療人材、保険と支払の改革、医療及び介護の質、必須医薬品に関する政策、保健政策のモニタリングと評価、移民問題、国家財政政策など、医療経済や保健政策の分野で多数の論文を発表している。WHO勤務以前は、米国カリフォルニア大学バークレー校経済ビジネス研究所、およびメキシコ公衆衛生院で評価研究に関するマネジメント業務を行っていた。
