サラ・ルイーズ・バーバー博士

ヘルス・エコノミスト、保健政策の専門家。米国カリフォルニア大学バークレー校で経済評価の分野で博士号を取得。WHO神戸センター所長就任前はWHOアフリカ地域事務局で保健政策アドバイザーを務める。それに先立ち、WHOインドネシア及びWHOカンボジアの保健政策アドバイザーや、WHO中国の保健システム開発チームのリーダー、WHO南アフリカ事務所所長などを歴任し、WHOの戦略及び政策の分野で実績を重ねました。WHO勤務以前には、カリフォルニア大学バークレー校やメキシコの公衆衛生研究所にて(保健政策の)評価研究をリードしました

バーバー博士は、これまで南アフリカ、中国、インドネシア、メキシコの技術支援のプロジェクトを立ち上げ、当該国のユニバーサル・ヘルス・カバレッジ(UHC)の進展に寄与してきました。また、過去25年間にわたり、医療経済や政策研究の分野で幅広く論文を発表しています(民間セクターの保健医療開発における役割、医療財政構造、保健医療人材、保険と支払の改革、医療及び介護の質、必須医薬品に関する政策、(保健政策の)モニタリングと評価、移民問題、国家財政政策など)。
