The WHO Acute Care Action Network (ACAN) is set up to conduct advocacy activities that increase support to WHO public health objectives and raise awareness regarding acute care services, and to strengthen networking and knowledge sharing.

The WHO Acute Care Action Network will support both global advocacy and dissemination and implementation of WHO acute care resources —including tools, trainings and guidance— with the goal of strengthening acute care delivery in countries around the world. These efforts aim to build capacity in clinical care and health system planning and research, and to expand the acute care evidence base to guide effective policy. The network will have a strategic focus on the activities laid out in the WHA resolution 76.2 “Integrated emergency, critical and operative care for universal health coverage and protection from health emergencies” and related mandates which outline key activities for WHO and Member States to strengthen care delivery, train health workers and foster collaboration across relevant sectors.

The WHO Acute Care Action Network participants consist of: 

  • Intergovernmental organizations; 
  • Nongovernmental organizations (including civil society groups); 
  • Academic institutions; 
  • Private sector entities including international business associations (comprising of one representative entity). The private sector including international associations will be represented by constituencies, such that there will be one representative per sector (for example, one representative for the insurance sector); 
  • Philanthropic foundations

All entities seeking to apply to participate in the WHO Acute Care Action Network must meet the following criteria:

  • The aims and purposes of the entity should be consistent with the WHO Constitution and conform with WHO’s policies;
  • The entity should contribute significantly to the advancement of public health and to the objectives, vision and goal of the Acute Care Action Network, and demonstrate documented support for the WHO work in acute care with an emphasis on primary care or emergency, critical or operative care services;
  • The entity should respect the intergovernmental nature of WHO and the decision-making authority of Member States as set out in the WHO Constitution;
  • The entity should be actively and internationally working in the field of primary care or emergency, critical or operative care with proven experience and expertise in the subject matter for at least 5 years;
  • The entity should have an established structure, constitutive act, and accountability mechanism;
  • The entity, if a membership organization, should have the authority to speak for its participants and have a representative structure;
  • If a non-State actoris applying to participate, the entity is required to provide the following information and documents: name, objectives and mission of the entity, copy of the legal status (such as bylaws, constitution), governance structure, names and affiliations of the participants of main decision-making bodies (such as Board, Executive Board), the assets and sources of funding (list of donors and sponsors), main relevant affiliations and website address. The entity will also sign the tobacco-arms disclosure statement without alteration.

Through this portal, and in your capacity as a duly authorised representative of your entity, you may complete an application for your entity to participate in the WHO Acute Care Action Network. This form will support  assessing the eligibility of your entity to participate to WHO ACAN.

Please note that this form will ask you to upload the following documents, if your entity has them, or provide information on them, and you may wish to have them ready before starting:

  • Copy of the formal registration of the entity.
  • Founding documents such as constitution, bylaws or similar document.
  • Funding sources including list of sponsors and donors.
  • The list of the names and affiliations of the members of main decision-making bodies (such as Board, Executive Board).
  • Letter from the manager or director or a duly authorised representative of your entity confirming the expression of interest for your entity to participate in the WHO Acute Care Action Network. The letter should detail the name and email address of the focal point representing your entity that would be participating at the WHO ACAN. Please use this sample letter.
  • The Tobacco and arms disclosure statement duly completed and uploaded (the Statement can be downloaded in the survey)

The completed application will go through an assessment process. Once the assessment has been completed, and should your entity be eligible, an email will be sent to your entity.

The WHO Acute Care Action Network participants may be listed on WHO website in lines with WHO’s rules and policies.
