The Country Partnership strategy (CPS) is grounded in the Banks recognition that it needs to adapt its business model to Kazakhstans development agenda and the Governments recognition that the Bank brings much more than financial resources to the table. The CPS starts with the four pillars of the Governments strategy: (I) managing the oil windfall and improving public institutions and policies (2) developing an appropriate role for the government to foster competitiveness and facilitate business (3) investing in human capital and infrastructure and (4) safeguarding the environment. The strategy outlines the Banks analytical and operational areas of interest for the next year and suggests areas of possible future interventions. Given the countrys resource position substantial Government co-financing will be the rule for most projects. The strategy also includes a set of indicators to assess progress in key policy areas.
European Commission
The European Union (EU) has edged closer to Central Asia geographically politically and economically since its enlargement between 2004 and 2007. Although the EU has assisted the countries in this region since their independence to help them achieve the radical reforms needed aid will be significantly increased over the coming six years to help strengthen and deepen relationships with Central Asia. Kazakhstan is endowed with significant resources and is increasingly able to finance its own development but it badly needs technical expertise. EU support therefore concentrates on the provision of a significant level of technical assistance. Kazakhstan is also supported by EU programmes at a national level worth €44 million. The priority areas are:
•Poverty reduction and raising living standards:
•Regional and local community development
•Reform in rural development and social sectors
•Good governance and economic reform:
•Democratic development and good governance (promoting civil society social dialogue and democratic processes judicial reform and rule of law improving public administration and public finance management)
•Implementing trade and market regulatory reforms and building administrative capacity.
Thematic programmes are also available to provide grant support to relevant organisations in Kazakhstan.
