How do we help\u00a0people remain independent and active as they\u00a0age? How can we strengthen health promotion\u00a0and prevention policies, especially those\u00a0directed to older people? As people are living\u00a0longer, how can the quality of life in old age\u00a0be improved? Will large numbers of older\u00a0people bankrupt our health care and social\u00a0security systems? How do we best balance the\u00a0role of the family and the state when it comes\u00a0to caring for people who need assistance, as\u00a0they grow older? How do we acknowledge\u00a0and support the major role that people play as\u00a0they age in caring for others?<\/p>\n<p>This paper is designed to address these questions\u00a0and other concerns about population\u00a0ageing. It targets government decision-makers\u00a0at all levels, the nongovernmental sector\u00a0and the private sector, all of whom are\u00a0responsible for the formulation of policies and\u00a0programmes on ageing. It approaches health\u00a0from a broad perspective and acknowledges\u00a0the fact that health can only be created and\u00a0sustained through the participation of multiple\u00a0sectors.
