Regional Groups

Each EMT Regional Group is open to policy and technical focal points of that regions member states and organizations that provide or have the potential to call upon EMTs. These include EMTs for national and/or regional and international response, and international and regional multi-lateral organizations. Any other relevant stakeholders may be invited as observers with the agreement of the chairperson. Each Regional Group will meet at least annually and usually ahead of the EMT Global meeting most often scheduled in November/December of every second year.

The chairmanship of the Regional Group is based on the “Troika” approach as per the INSARAG model (Americas) to aid continuity, to facilitate transitioning and the sharing of institutional knowledge. The approach is based on a three year appointment with one year as incoming vice chair, one year as chair and one year as outgoing chair (Figure 2).

It is suggested for the first year to have one chairmanship appointment and to appoint two incoming vice chairs and no outgoing vice chair. In 2017 the chair will move to the outgoing vice chair position and the first vice chair will become chair thereby establishing the pattern from then on of three year appointments.

Chair and Vice Chairs should be appointed by vote within the Regional Group annual meeting. Regional chair and vice chair positions shall be open to member states, and those member states interested in nominating a representative for these positions shall do so through an expression of interest process that will open 4 weeks prior to the regional meeting and close 2 weeks prior. Representatives should be in a policy or technical position related to the management and deployment of that countries national or international EMT. Priority is given to member states with classified EMTs, particularly in the first years of this system.
